Steve didn't know where the line was here. Even if relationships like this existed back during the war, he certainly didn't take part in one.
So basically, he was keeping it fluid because he didn't know any better.
Steve smiled slightly when Tony leaned against him and teased, "Well, you're so fragile. I didn't want you to fall apart."
